were left of the original unemployment insurance fund for that.
That was what the dole was. I remember trying to explain that to the Governor. I tried to tell him that when we were talking about unemployment insurance we were talking about a fund that would insure people and that nobody would get paid out of that fund unless they had contributed to it, or their employers had contributed to it. We proposed not to make the mistake that the English made of having a fund that only covered a few industries, but to have a generalized fund, which all industries contributed to and therefore which was available to the employees of all industries. That wouldn't be a dole.
He never could get it through his head. I think he died without fully getting that through his head. I think he would have told you in the last week of his life that he was against the dole. He was so firmly against the dole.
Anyhow, I took up Hopkins, Bruere and others to explain these matters to him, but he would say to me, “I'm against the dole, Frances. Don't you get any dole in here!” I finally decided that we had to have a completely different set of words. We had to approach it with different words.
