called the legislative drafting fund. Joe Chamberlain was everybody's best friend in the social work field. You always went to him to ask, “Would it be legal to do this? Could a law be drafted to do that?” If it could be done, “Would you do it?” They did it for everybody. They drafted the original workmen's compensation legislation - the original drafts of it - and they drafted all kinds of things. They were the law school people we went to for help. Of course there were others too.

I also went to all of these engineering school people for help on accident and fire prevention techniques and so forth.

Lindsay Rogers appeared during the Smith administration as a person to be consulted about difficult problems. I know that Mrs. Moskowitz consulted him a great deal and I know that Smith did too on special problems. He teaches political science and he thinks about governmental problems from the point of view of consitutional principles, legality, proper use of the executive and legislative power, proper ways of making and developing a budget - all that sort of thing. He's able to think in all those fields. I know that he was consulted.

I had known him offhand for a long time, but I became well acquainted with him after he was appointed Moreland
