be had. Without this state aid they would have been lost. Already it was beginning to be obvious to the Governor of New York, through Hopkins's reports, that the State of New York couldn't support such a program for long, as rich as the state was. It was a national problem and had to be looked at in a national way. It had to be done by more than just one state, even though the State of New York was the richest state in the country. They were suffering as much in Pennsylvania, Massachusetts, and others, without the resources of New York to draw on. Even New York couldn't swing the whole thing.
I don't know whether Hopkins or somebody acting for him had approved this private organization that bought the apples and let the unemployed sell them. There was a slump in the apple market and somebody had the bright idea of putting them on sale any way they could. Hopkins, instead of recoiling and saying. “That isn't the way to do it,” cooperated with them and said, “Sure. Fine. Anything that gives the unemployed a chance to earn a living is something and clear gain.”
As I remember the unemployed didn't have to pay for the apples until they had sold them. They didn't have to put down ten dollars to get the tray of apples to take out. I think Hopkins organized some kind of a very loose, casual,
