didn't talk much about this whole episode. I was running this strictly on my own and I thought it was very important that the President should not be involved in it, very important. If at any time it became too hot for him, he should always be in a position to wash me off his hands, with no hard feelings, no questions asked, and nobody rising to say that he was involved in it himself. I felt very keenly about that. This might be a hindrance to him in some essential political action. I never like people to feel that they must take care of me out of sheer loyalty or gallantry - at least not in matters that have to do with matters of state.

I asked Landis to come to my office. We had a long talk about it. He considered it, asked his advisers, and finally decided to do it. Then we appointed him, it met with great approval. I don't think that too much time elapsed between the coming down of the Supreme Court decision and our announcement of what the procedure would be in the trial of the Bridges case, appointing Landis as the special examiner. I know that in order to pay him, to give him the proper rank and enable him to hold the position, we had to appoint him as a Section 24 special immigrant inspector. That gave us the opportunity to pay him a per diem. Then we took the
