And so who then would RAND report to directly? Someone in the Pentagon? I mean, how would that --

Stanton:

Who was in RAND?

Q:

I mean, who would RAND report to? I mean, what kind of mechanism back to the military was there for communication?

Stanton:

Well. The very highest level in the Air Force met with the board from time to time. We sat in on the briefings and they sat in on the briefings. I don't recall the names now of the officers, but it was very high in the Air Force structure that RAND had its relationships. If we hadn't had top side attention or relationships, there wasn't any way you could get the output implemented or considered. So that the Secretary of the Air Force, the Chief of Staff, the special commands, all passed through RAND in one way or at one time or another. Some of them were there on assignment as participants, if you will, in the studies.

Stanton:

So the brightest of the Air Force became residents, if you will, in Santa Monica. These were guys coming up through the ranks. But the top people in the Air Force met from time to time with the board, not in our own meetings, but in special meetings and things of
